Description

The CTE Program Enrollment dataset is the main CTE dataset, including information on student enrollment in CTE programs and CTE program completion. Each record (row) in the dataset is a student’s enrollment in a given program in a given year. Because a student may have attended multiple programs in a given year, a student may appear multiple times per year in different programs.

This dataset contains the school and district information for the student, as well as CTE program and Perkins grant region information. Student demographic information is available in the K12 student dataset.

Perkins IV to Perkins V Transition

In 2019, the Strengthening Career and Technical Education for the 21st Century Act (Perkins V) went into effect, changing federal mandates for CTE programs. One notable change was that credit/course progression thresholds were included in the statute itself (rather than being issued as non-regulatory guidance under Perkins IV). This change caused the Michigan Office of Career and Technical Education (OCTE) to change the way it counted progression through a CTE program. Previously, under Perkins IV, OCTE divided the content to be covered by each CTE program into 12 segments. By contrast, under Perkins V, the content to be covered is divided into Perkins Core Competencies (PCCs). The PCCs differ by program, and not all programs have updated to report by PCCs.

The following chart shows how advancement is reported by segments and competencies for various reports under Perkins V. You will note that state reporting requirement, Perkins V reporting requirements, and funding reporting requirements differ slightly, and when working with advancement data you should make sure to read the technical documentation and the documentation on the OCTE website carefully.

Completing a segment or PCC requires a student to receive a grade of 2.0 or better in the segment/PCC. The PERKINS_FIVE_ADVANCEMENT variable contains values in accordance with the state reporting requirements, as it identifies competers that will be concentrators under Perkins V reporting. FUNDING_ADVANCEMENT includes the Section 61a.(1) definitions. Because Perkins IV has different reporting (and no "participant" category), we separate its values into their own PERKINS_FOUR_ADVANCEMENT variable despite advancement being split by years.

Deduplication

Because some students may have participated in multiple programs in a given year, a dataset at the student by year by program level may have multiple records of the same student in a given year. When selecting a record from among these, researchers should reference the two OCTE-provided variables, DEDUPLICATE_BY_RIC (which selects 1 record per student per year, i.e. their primary PSN) and DEDUPLICATE_BY_CIP (which selects 1 record per student within a year and CIP code if they are enrolled in multiple PSNs under the same CIP in the same year). To deduplicate by either CIP or RIC, select the records with a value of “1” in the indicated variable.

Enrollment information is in this dataset for school and district information, as well as reporting region and CIP codes. CTE program advancement variables and non-traditional program information are also included.
